You can add new Elastic IPs or edit an existing one by following these steps:

Go to the Elastic IPs tab, select Cloud Account and Region and click on Create Elastic IPs.

Just add a Tag and AWS will automatically allocate the newly created Elastic IP to your VPC Network.
